Keynote Presentation: E=MC2: Increasing Employee Engagement to Yield   Positive Business Results

Employee engagement is vital to the success of a company/organization and increase customer satisfaction. Engagement is defined as the measurement of an employee’s emotional commitment to an organization and takes into account the discretionary effort an employee expends on behalf of the organization. Ms. Akanbi, will be discussing the following key enhancing employee engagement:Identify employee engagement factors that increase performance; align employee engagement to Business Plan Objectives; link employee engagement to customer satisfaction and growth; maintain employee engagement through meaningful interaction; and share engagement best practices.

The City of Tallahassee Goes “Sterling” with Its Focus on Results         
Presented by: Joe Cheatham, Wastewater Operations Manager, and Andrew Platt, Manager, Water & Sewer Development Review & Inspection, City of Tallahassee

The City of Tallahassee became the first public Utility in Florida to win the coveted Florida Governors Sterling Award in 2015 for Performance Excellence and was recognized as a role model organization. The VISION of the City of Tallahassee Utility Departments is: “Setting the Standard for Excellence”. It’s through hard work, dedication and a commitment toward continually improving, with clear goals in mind that excellence happens. This presentation will focus on our Sterling Journey and the results of all 6 sterling criteria categories (Leadership, Strategic Planning, Customer Focus, Knowledge Management, Workforce, and Operations)

Presentations by High Performing Utilities (Oviedo, JEA, Orange County) This panel presentation showcase how each of these utilities are using data to become a high performing organization and maintaining that level of performance.

(1) Expanding Utility SCADA Systems to Create More Workforce Flexibility and Help Accommodate an Aging Workforce OR How the City of Oviedo is Using SCADA to Implement Flexibility into Its Work Processes
Presented by: Joe Grusauskas, PW Operations and Utility Manger, City of Oviedo

The City of Oviedo Utility has been creatively expanding its “Supervisory Control and Data Acquisition” (SCADA) system to reduce required permit hours worked and allow operators the “flexibility” to remotely monitor and control the City’s treatment plants and distribution system. A new I-pad SCADA enhancement allows more efficient plant round (aka paperless) and allow On-Call operators to have greater conductivity to monitor and control treatment plants from home.  This reduces operator hours and provides the On-Call Operator the “Flexibility” to manage key plant functions from home. Reducing plant round time also allows the operators the “flexibility” to spend more time on other plant maintenance functions or to work in groups on larger tasks to reduce injuries.

(2) Taking a Look at Strategic Workforce Planning

JEA takes great pride in delivering the highest quality utility services to their customers. Although operating in an environment of rising costs and reducing revenues, retaining a highly skilled workforce remains a vital strategic initiative. Critical position identification, strategic job replenishment and career development are necessary functions for delivering business excellence and earning customer loyalty
 
(3) Orange County Utilities – Turning Strategy into Reality
Presented by: Todd Swingle, P.E., Deputy Director & Tim Armstrong, Assistant Director, Orange County Utilities

Like many utilities, Orange County Utilities (OCU) continues to strive for excellence in the midst of many challenges, including upcoming workforce retirements; more demanding state and federal regulations; higher expectations for increased efficiency and effectiveness; and the need to replace aging and outdated infrastructure, technologies, and systems.  In 2013, OCU reported on our development of a strategic plan that would help the utility navigate these challenges.  Now, in 2016, we will provide insight into the next phase of those efforts, turning this strategic plan into reality across a large and complex organization.  In keeping with the theme of this meeting, we will focus in particular on the roles employee engagement and technology play in these efforts.

Review of the FBC Performance Indicators for Water/Wastewater (WW)
Facilitated by Flip Mellinger, FBC Service Area Lead, Assistant County Administrator (Utilities Services), Pasco County, and Susan Boyer, FBC Executive Director
 
This session will be a review of the current FBC Performance Measures for WW and an open discussion on any concern(s) or changes/improvement to definitions, needed additions or any other area of concern to the utilities as it relates to data collection for water, wastewater and reclaimed water.

3:15 – 3:30pm Wrap-up/Evaluations
